Field Investigation Observations

Land Use

On-site Landuse
The northeast corner of 12th and Wilson Streets is the site of a parking lot surrounded by grass and landscaped mounds. The northwest corner is entirely paved for parking. To the southeast Elwyn Incorporated occupies a large structure covering the majority of the block with substantial grass and landscaped areas up to 20' wide along 12th Street. The southwestern portion is paved parking with a small landscaped periphery.



Adjacent Landuse
This site is almost surrounded by row houses including a very sizable residential population to the southeast. Howard High School is located to the northeast of the site and several small commercial enterprises including Knotty Pine Restaurant, a corner bar and the Ministry of Caring Childcare south of 11th Street. Across Walnut St. is the MBNA complex of buildings covering several blocks. On the southeast corner of Wilson and 11th Streets is a vacant property and structure surrounded by a high fence.


Presence of Children

A large number of children live to the east of the site along Clifford Brown Walk and in the adjoining communities. One may expect the children to play on the onsite parking lots and grass mounds in the evenings and weekends.


Exposed Soil

The northeastern parking area is surrounded by an approximately 10' wide grass and landscaped mounds. Pedestrians heavily use the property and the foot traffic has cut large notches out of the mounds. The grass and landscaped areas on Elwyn Inc, though large, are well maintained with little exposed soil.

Conclusion:

No tannery related waste is present in surface soil around the parking lot area. There is the potential for contamination in deeper soils. DNREC has recommended notification prior to any excavation.
