Field Investigation Observations

Land Use

On-site Landuse
A structure sits vacant on this site.

Adjacent Landuse
The area around this site is primarily commercial and vacant land. Across Lower Elm Street to the east is a large fenced Conectiv parking lot (Site T3). To the south and west are vacant lots covered in overgrown vegetation, primarily grass and brush. Homeless appear to be living on a portion of the vacant land directly south of Site T27. The Amtrak rail line divides this part of the city from the waterfront behind these vacant lots. Along the south side of Maryland Avenue west of the site a bar and an apartment building appear to still be in operation. Across Maryland Avenue is a short section of row homes used for commercial and residential purposes. Directly north lies a small gravel parking area against a fence surrounding the Forensic Sciences complex. The DART maintenance facility is located to the northeast.

Presence of Children

Clothing and other debris in the area suggests at times it may be occupied by the homeless and serve as a play area for youth and adolescents.

Exposed Soil

Overgrown vegetation is found behind the structure to the southeast.
