Field Investigation Observations

Land Use

On-site Landuse
A McDonald's restaurant and parking area with landscaped islands covers the western two-thirds of the historic tannery outline. The remainder of the block is a City of Wilmington playground. Residents informed us the original tannery structure (now demolished and site of a McDonalds and playground) was used as a school in recent times.



Adjacent Landuse
The site is in an area of residential and commercial use. To the north across 4th Street is mixed commercial and residential uses consisting of a liquor store, row houses, Big Jawns Bar, the Harriet Tubman Apartments and a Chinese restaurant. To the east are found row houses and to the south a Wilmington Housing Authority (WHA) apartment complex (Site T13) and town homes. To the west is the Adams 4 Shopping Plaza.


Presence of Children

Children heavily use both the McDonald's and City Park. Many families were observed taking their meals to the park and one child was witnessed accidentally dumping his fries onto the grass and then consuming them.


Exposed Soil

The City Playground is covered primarily in grass with sandy areas. Some heavily trafficked areas are worn down to exposed soil. The McDonald’s portion of the block is mostly asphalt; however, large islands are covered in mulch and landscaping. A section of grass is found in front of the restaurant.

Conclusion:

No tannery related waste was found in extensive surface soil sampling. Subsurface soil has not been tested, but there is no excavation or development anticipated in this city park. Therefore, DNREC recommends no futher action.
